- Government Officials and Direct Employees: Any public official or direct employee involved in the operation of the Philippine government or any of its agencies.
- Military and Police: This includes members of the Armed Forces of the Philippines and the Philippine National Police, across all three branches (Army, Navy, and Air Force).
- Students: All students of any school, college, or university within the Philippines.
