PAGCOR’s self-exclusion program in the Philippines is a formal, nationwide ban list with fixed durations, strict application requirements, and a built-in path to support services. It applies to all PAGCOR-operated and PAGCOR-regulated gaming facilities.

What the Self-Exclusion Program Is

PAGCOR, the Philippine Amusement and Gaming Corporation, maintains the National Database of Restricted Persons (NDRP). When a person self-excludes through PAGCOR, it results in an exclusion order recorded in the NDRP. This order is then enforced in all PAGCOR-regulated casinos and gaming sites nationwide.

The PAGCOR self-exclusion program is designed to be a powerful commitment tool. Choosing self-exclusion is not just a private promise to oneself, but a legally recorded ban that blocks entry to every casino covered by PAGCOR.

How Long the Self-Exclusion Ban Lasts

When applying for self-exclusion, you can choose a 6-month, 1-year, or 5-year exclusion period. The first 6 months of any exclusion period is irrevocable. This means you cannot opt out, take a break, or pause the ban for six months.

After the initial 6-month period ends, the exclusion order is still in place, but you can petition PAGCOR to amend or revoke it early using RG Form 8. However, you cannot do this in the first 6 months.

Once the full exclusion period lapses, the order is automatically lifted. You do not need to take any action to reopen access to casinos. If you need to self-exclude from casinos again, you can re-apply to the program.

How to Apply for Self-Exclusion

If you want to self-exclude, you must meet PAGCOR's strict application requirements. These are:

If applying on your own behalf, fill out the PAGCOR Self Exclusion application form, attach a photocopy of a government-issued photo ID, and two recent 2x2 color photos taken within 6 months. The photos must show your face without hat, glasses, or face mask.

You can submit the application in person, or by email to PAGCOR’s Responsible Gaming email account. If submitted by mail, you must also include a selfie or consent to a video call to confirm your identity. PAGCOR has specific rules for applying on behalf of a spouse, parent, or child at least 18 years old.

How to Change or Renew the Self-Exclusion Order

If you need to renew the order, for instance after a 1-year order lapses and you want to exclude for an additional period, you can re-apply to the program.

Once in the exclusion program, PAGCOR fosters recovery by pointing to trusted mental health organizations, including Bridges of Hope, Life Change Recovery Center, Milestone Health and Wellness Center, Gamblers Anonymous Philippines, and Gam-Anon Philippines.
