A turnover requirement in a casino bonus means the total sum that a player must wager before they can withdraw their bonus-linked funds. Essentially, this is the amount bet (wagered) before any of the bonus money can be cashed out.

  3. How PAGCOR Regulates Cash Rebates

For example, if a casino offers a 100% bonus up to PHP 100, on a 20x turnover condition, and the player deposits PHP 100, then they will get a PHP 100 bonus. To realize this PHP 200, they'd need to place bets totaling PHP 2,000.

This is why turnover matters so much. Every time you wager at this casino, some of that wager goes towards fulfilling the bonus turnover requirement.

Understanding Turnover and Net Loss

Turnover simply means the total wagers placed. So a PHP 100 bonus at 20x turnover requires PHP 2,000 of total bets, even though a PHP 2,000 turnover would result in an expected net loss.

PAGCOR's 2026 Regulations: What You Need to Know

PAGCOR's new guidelines, effective from 2026, require all casino rebate and cashback programs to make key disclosures to players:

  • Minimum deposit required
  • Turnover/wagering requirement
  • Rebate or cashback rate
  • Maximum payout cap, per tier

How PAGCOR Regulates Cash Rebates

PAGCOR classifies cash rebates as marketing expenses and sets specific rules governing them.

For eligible slot, electronic bingo, numeric, and sports betting games, PAGCOR limits the rebate rate to a maximum of 1.50% of player turnover (total bets placed), excluding casino table and arcade-type games. Turnover means the total sum wagered, not the amount won or lost. To wit:

  • Slot machine games
  • Electronic bingo games
  • Numeric games
  • Sports betting

Operators must record cash rebates separately, not as gaming losses or deductions from gross gaming revenue.

Cashback: How it's Treated

PAGCOR treats cashback separately from cash rebates, and subjects it to its own cap. With cashback, the rebate is based on the player's net losses, not their total wagering.

PAGCOR sets a maximum cashback rate of 15% of net losses. This means the PAGCOR-approved cashback is like getting some of one's losses returned as cash. It's based on net loss, not gross turnover.

  • Maximum cashback: 15% of player net losses
  • Calculated on net loss, not turnover

Operators must not combine cashbacks with other cash incentives to exceed prescribed rates.

Promotional Approval is Required

PAGCOR's 2026 rules require prior approval before a casino may launch a new rebate or cashback program. Operators must submit an application to the Electronic Gaming Licensing Department (EGLD). The cashback application must specify:

  • Minimum deposit required
  • Turnover/wagering requirement
  • Cashback rate
  • Maximum payout

PAGCOR classifies rebates and cashbacks as marketing expenses.

What the Rule Does Not Say

Rather, it sets rules around the rebate and cashback programs covered by the 7 May 2026 memo.

In summary, PAGCOR's 2026 amended rules apply strict requirements to cash rebates and cashback programs in Philippine casinos. Any such program must be approved in advance, there are strict caps on rebate and cashback rates, and all such amounts must be recorded separately as a marketing expense. Failure to comply may lead to regulatory action.
